The new European Trade Scheme for Greenhouse Gas (GHG) emissions eliminates the free allocation of allowances to the electricity sector and it is expected the costs to be passed to the price of electricity, is this sustainable approach? Not likely, because even if state aids are approved in the form of grants and the initial allocations to sectors at risk of carbon leakage is to the total needs, a cost is imposed locally at a global price, without considering regional considerations. It will impact on energy-deficit countries cases like the Spanish, being expected a further decline in the competitiveness of the already poor and battered Spanish industry as well as the foreign companies established in Spain; a key basic aspect to think about if our country could develop a service sector of a first row country and create jobs.
